Mundgod: On 20 August 2017, Home Kalon Sonam Topgyal Khorlatsang, Central Tibetan Administration graced the closing ceremony of the first ever brain storming workshop and strategic planning meeting of tractor section and workshop of Tibetan cooperative societies in India as the chief guest.

Other important invitees to the function are Pema Deleck, Tibetan Parliamentarian cum President of FTCI, Chhimey Rigzen, Secretary, Department of Home, CTA and Chomphel Thupten, Chief Representative Officer, Bangalore along with the Settlement Officers of five Southern Tibetan Settlements; also present were the President of Local Tibetan Assembly and representatives of various monasteries, non-government organization and camp leaders.

Over 60 participants of Tibetan Co-operatives societies Chairman, Secretary, Board member, manager, foreman and mechanic of 12 Tibetan Cooperative Societies attended the event.

Dhondup Tsering, Deputy Secretary, Department of Home, CTA highlighted the outcome of the three days brainstorming workshop & strategic planning meeting and in the conclusion address by Home Kalon where he, on behalf of the Kashag and Department of Home, extended warm greetings, and outlined the purpose and plan of organizing such a brainstorming workshop and strategic planning meeting for Workshop & Tractor sections of Tibetan Cooperative Societies in India.

Kalon also highlighted the progress achieved in Tibetan settlements since their inception, and the important vision with which Tibetan Cooperatives were set up in each settlements; at the same time spoke on the setbacks that prevented in pursuance to their goal during the past 59 years.

He drew the attention of participants specifically on declining status of the Workshop & Tractor sections of the cooperative societies quoting from the emphasis & concerns addressed by His Holiness the Dalai Lama in few of his public address and particularly during the special Tibetan general conference meeting held at Bylakuppe in 2010.

Further, the importance of this section which is directly related to the agriculture operation and impacts the very sustainability of the settlement as a whole. Considering the above critical situation Kalon requested to all concerned to put concerted efforts to plan proper strategic plan and activities in accordance with changing scenario of the settlements.

In pursuance of His Holiness vision on this section, Kashag adoption of Five Fifty Strategic Plan is line with and its implementation process shapes up the further developments and viability of our Tibetan settlements. Kalon emphasised that our immediate goal is to regain the freedom of Tibet with all Tibetans living peacefully in our mother land but incase if we have to stay for more time as refugee then we all need to preserve our rich culture, language and religion, this could only be possible if we strengthen our Central Tibetan Administration and its associate Tibetan settlements in India.

“Today’s workshop on brainstorming and strategic planning meeting for Revival and Improvement of the Workshops and Tractor Section of Agriculture based Tibetan Cooperative Societies was organised on the backdrop of His Holiness the Dalai Lama’s speech and concern towards this section,” he said.

On the first day, after the presentations of participants and activities carried out by each sections of the cooperative society, a five-minute video clip of His Holiness the Dalai Lama’s speech on first Tibetan National General Conference held at Bylakuppe in 2010 was screened; His Holiness addressed on the main objectives of establishment of Workshop & Tractor Sections during the initial years of settlements and the need to revive its functional activities based on present day reality and requirements of catering to the needs of farmers and public.

This video was screened to give an impetus to the participants in the brainstorming discussion and bring out strategic plan to improving the existing conditions thereby come out with changes from regular routine work.

The participants were dispersed in five groups of 6 to 8 participants, with five Tibetan settlement officer as group leader. All participants were mixed up from different settlements to accord better understanding of present status of each settlement and to have deep and thorough discussion on the given agenda “How do we improve the present functional procedure and what are the scope and potential to proceed further to develop for sustaining economically viable workshop and tractor section”.

On the second day, Nitin Sonawane, external advisor of the Mckinney & Company from Faridabad with his colleagues spent an entire day doing thorough pre-assessment at Mundgod Tibetan Co-operatives Workshop & Tractors section by interacting with concerned skilled and unskilled staff to understand the present status and the scope for its development. Thereafter, another did field assessment in field through discussion and interview with different farmers who received the service of society tractors and farm equipment’s. Based on the finding of the above two aspect of assessment he gave presentation to the participants on “Agri – Mechanization – Revival and Business Execution Plan,

In the afternoon session, Dr. Anuraja, head of the farm machineries and power unit of Dharward Agriculture University also gave a talk on latest farm machineries and its usage, what are the State Government schemes available for each agri-farm machineries and equipment’s and procedure to avail such facility by Tibetan Cooperative Societies.

The participants formed in groups after reviewing their issues and challenges with scope and solutions, the two external experts deliberated on ensuing discussion on the given topics presented their final practicable solutions in accordance with the requirement of respective societies.

To follow up on this workshop, the Department of Home plans to carry out standard assessment in each Workshop & Tractor section under Tibetan Cooperative society in India. Through this assessment the recommendation and findings by the experts, an action plan will be initiated in accordance with the needs of our society’s capacity and potential. All have to change the mindset of usual regular routine work and from out of the box solutions to carry out advanced and modernize activities which extends the service to the settlers but also generates revenue thereby making the respective section self-reliant.
