Tibetan Parliament Approves Topgyal Tsering Zongkha as Kalon of 15th Kashag.

DHARAMSHALA: Topgyal Tsering Zongkha, Secretary of the Kashag Secretariat, has been appointed as a Kalon of the 15th Kashag following nomination by President Dr. Lobsang Sangay on the floor of the Tibetan Parliament today. He was approved as a Kalon by the Tibetan Parliament-in-Exile following a majority vote with 21 for, 18 against, 2 blank votes and 1 null vote.

Topgyal Tsering was born in 1955 at Latoe Zongkha in western Tibet. At the age of 8, he came into exile along with his uncle and studied at Dharamshala and Panchmari. He also studied at Tibetan Homes Foundation, Mussoorie. From 1973, he worked as headmaster and administrator of Shorong Delek settlement’s day school in Sharkhumbu, Nepal. In 1977, he was selected as an accounting staff of Home Department’s Bir Tibetan society. He was appointed as a permanent staff in 1978.

From 1983, he worked as the cashier of Odisha Tibetan settlement office as well as the Tibetan co-operative society. In 1986, he was appointed as the Secretary of Tibetan Delek hospital in Dharamshala and served for five years on that post. In 1991, he was transferred to Sonamling Tibetan settlement in Ladakh where he served as the secretary of the co-operative society and settlement officer.

In 1997, he was recalled at the Department of Home and served as Under Secretary and Deputy Secretary for over eleven years in various Tibetan settlements. In 2007, he was promoted to the post of Health department’s joint secretary, managing the hospital and TB project sections of the department.

He was appointed as Additional Secretary of the department of education in 2007, overlooking the administration and projects of Tibetan schools. He was promoted to the post of secretary on 8 February 2013 and has served as the education secretary till his appointment as Kashag Secretary on 3 June 2016.
